On the excessive packaging of products in China and Its Countermeasures

Abstract: there is a close and complex relationship between resources, environment and sustainable development. In view of the serious environmental pollution caused by packaging waste in China. This paper emphasizes that product packaging should take the road of sustainable development, speed up the development of green packaging, and further puts forward some countermeasures for packaging waste pollution

key words: packaging waste green packaging green consumption sustainable development

with the rapid development of society, science and technology, modern economy requires the combination of production and operation of enterprises and environmental protection, emphasizing that social and economic development must be coordinated with the environment; More and more people are aware of the great significance of environmental quality for human survival, and the voice of protecting the earth's environment and saving resources is getting higher and higher. People's consumption demand is also constantly evolving from low-level to high-level. In the new century, in 2001, Chinese consumers ushered in the theme activities of the year of green consumption carried out nationwide. Pay attention to environmental protection, save resources and energy, and pay attention to waste disposal that does not cause environmental pollution in the process of consumption

I At present, the environmental pollution of packaging waste in China is serious.

people once simply pursued economic development, resulting in serious damage to the environmental situation in China. In 2000, China's forest coverage rate reached 16.55%, but the per capita forest volume was only 1/8 of the world's per capita volume. The total amount of topsoil of soil erosion reached 5 billion tons, and about 170million people were affected by desertification. Environmental degradation is particularly prominent in the process of modern urbanization in China. About 70% of the cities whose atmospheric environment has passed the quota index have continued to deteriorate, and the shortage of water resources is becoming increasingly serious. The problem of municipal solid waste is serious, among which the most important and harmful is packaging waste, which has become a headache in municipal management. According to the survey and statistics, two thirds of the cities in the country are surrounded by garbage. At the end of 1997, the cumulative stock of urban garbage has reached 6 billion tons, covering an area of about 750000 mu. At present, the per capita cultivated land area of less than 2 mu in China is far lower than the world's per capita level of 4.57 mu

in 1999, 4.999 million tons of domestic waste were cleared and transported in Shanghai, an increase of 6.3% over 1998 ①. According to the analysis of the composition of Shanghai Municipal Solid Waste: the organic component is about 67%, the available resources such as plastic is about 28%, the inorganic component that meets the sanitary landfill is only 15%, ② various metal cans and non degradable packaging materials account for about 20%. At present, the disposal capacity of Shanghai for landfill is overburdened. Another example is Beijing. According to the survey, the daily output of domestic waste in Beijing is 1.2 tons, of which the content of waste plastics such as commodity plastic packaging and plastic bags is about 3%. ③ the natural decomposition of plastic packaging made of polyolefin materials takes up to 200 years

while garbage surrounds cities in China, it also shows a trend of gradual spread to rural areas. The phenomenon of "village level garbage" is becoming increasingly serious in about 30000 villages in the Yangtze River Delta, affecting people's health and happiness

many enterprises in the packaging industry in China have been prepared for such a model at the cost of more pollution. In exchange for considerable production profits, many enterprises over package their products for the purpose of pursuing the maximum economic benefits. According to the statistics of relevant departments, at present, China produces about 800million boxed shirts, and 0.8 billion sets of packaging cartons need 240000 tons of paper. If the number of DBH 10 cm is taken as the calculation standard, every seven such trees can only produce one ton of paper, and 1.68 million trees are needed to produce 240000 tons of paper ④. Through a specific set of data, we can see how simple packaging is conducive to the maintenance and rational use of natural resource base. In the selection of product packaging materials, manufacturers rarely consider the recycling and recycling of packaging waste, which not only increases the output of waste, but also causes a waste of resources. Nowadays, environmental problems obviously restrict economic development, and waste has been listed as one of the top ten environmental problems in the world. Xie Zhenhua, director of the State Environmental Protection Administration, pointed out on the topic of "how to go in China in the 21st century": during the Tenth Five Year Plan period, China's population will continue to increase, the pace of industrialization and urbanization will accelerate, and environmental protection will meet more severe challenges. ⑤

Second, understand and implement the strategy of sustainable development from the perspective of environment

the basic concept of sustainable development refers to: "not only meet the needs of contemporary people, but also do not endanger the development of future generations to meet their needs." Environment and development are inseparable. Environment is the foundation of economic development, which needs the support of environment and resources. The improvement of environmental quality is closely related to economic development. Human society has entered the 21st century. Sustainable development has become a hot topic and a new strategy for social and economic development. "The idea of sustainable development originated from environmental protection and has now become the overall strategy of many countries in the world to guide economic and social development." ⑥ Sustainable development puts forward the requirement of minimizing resource consumption to mankind. In order to make the environment and resources not only meet the needs of economic development goals, but also directly meet the needs of people's lives, we should abandon the extensive production and consumption mode of "high input, high consumption and high pollution", combine economic benefits with ecological benefits, reasonably develop and utilize resources, create a loose environment for the development of future generations, and include environmental concerns and considerations in development plans and policies. As President Jiang Zemin pointed out: in the socialist modernization drive, we must take the implementation of the strategy of sustainable development as a major event

in order to avoid resource shortage and environmental pollution, and do a good job in the recycling and comprehensive utilization of various packaging wastes, we should speed up the development of green product packaging. "Green packaging" refers to the packaging that can be recycled and will not pollute the environment when the above experimental microstructure is inspected on the axiovert200mat optical microscope. Its connotation is resource recycling and ecological environment protection. The meaning of green is to protect the earth's ecological environment and promote the harmonious relationship between man and nature, social economy and ecological environment. Green packaging is harmless to the ecological environment and human health, saves resources and energy, avoids waste generation, is easy to recycle, recycle, incinerate or degrade, that is, it follows the "3R" and "1D" (reduce reduction, reuse, recycle recycling and degradable) principles required by the world's industrial developed countries, emphasizing the balance between ecological requirements and economic requirements

with the rapid development of science and technology and people's increasing attention to environmental protection, the research on product packaging around the world has yielded fruitful results: Japan uses waste paper to produce renewable packaging containers; The United States invented the surround packaging material made of strawberries; European traditional wine packaging is also developing towards environmental protection. With the unremitting efforts of Chinese researchers, China has also made a major breakthrough in the field of product packaging materials: biodegradable packaging bags have been developed, which are easy to handle and meet the requirements of environmental protection; Corn protein packaging film, which can be used for coating oily food; Biological glue coated packaging paper is used for food packaging that requires to withstand a certain temperature and moisture, as well as many green packaging such as foam edible containers, corn starch based composite packaging films, etc. In June, 2000, the Tenth Five Year Plan for the packaging of electronic information products in China was issued. The plan advocates the promotion and application of green packaging materials such as pulp molding and plant fiber, aiming at the cushioning pads made of foamed plastic, which are widely used in the packaging of electronic information products and household appliances. The above are various measures that fully show that China's product packaging is actively in line with the international market

III. research on Countermeasures for packaging waste pollution in China

the United Nations Environment Group has discussed the issue of packaging and marking regulations for products authorized by the Council. At the beginning of the 21st century, China's imminent accession to the WTO shows the full integration of China's foreign trade with the world economy. With the acceleration of the process of world economic integration, in order to improve the market-oriented competitiveness of our products and achieve a win-win result of economic and environmental benefits, the government must strengthen the control of environmental pollution, establish consumers' awareness of environmental protection, and improve consumers' ecological consumption quality. Enterprises should produce and develop product packaging that has the lowest environmental impact in the whole life cycle, so as to occupy a dominant position in international trade

(I) improve the system of environmental protection laws and regulations, strengthen the management and legislation of packaging waste

implement the common theme of sustainable development strategy to combine economy and ecology in decision-making ⑦, we should see the fact that the gross national product is greatly reduced after deducting the damage and loss of natural resources and environmental pollution. China's current environmental legislation should closely combine environmental protection with sustainable development:

1. Incorporate strict environmental standards into product packaging standards. It is necessary to formulate a regulation to strictly control the product packaging process that may cause greater environmental pollution and is contrary to the concept of environmental protection, and to control the generation of packaging pollutants from the source based on the principle of "prevention first". The newly enacted circular economy law in Germany is an example of the practical implementation of the maxim project in the form of legislation, which will explore the manufacturing of new carbon fiber fabrics and resins and green packaging. ⑧

2. Improve the environmental tax system. In order to control the generation of new pollution, it is suggested to levy environmental service tax and garbage tax, including product packaging waste, so as to give full play to the role of tax leverage and raise funds for garbage disposal

3. Revise the relatively lagging environmental regulations and expand the collection of pollutants. At present, China only stipulates several kinds of sewage charges, such as polluted water, waste gas, waste residue, noise, radioactivity, etc. in the future, if a reasonable charge standard for packaging waste is formulated after the environmental economic value assessment, it will stimulate the enterprises of independent economic entities seeking to maximize profits to improve production technology

4. In order not to wait passively for the post treatment of packaging waste work, regulations are made to limit excessive packaging and excessive waste generation. Enterprises that violate the regulations are required to undertake recycling and disposal, and those that abuse natural resources and pollute the environment are also required to commit violations of the law. The regulations on packaging waste issued by the British environmental protection department require domestic packers, sellers, raw material manufacturers and other enterprises to be obligated to deal with a certain proportion of packaging waste. Those who exceed a certain volume of packaging waste should not only be properly treated, but also further propose a detailed treatment plan to the environmental protection department

(II) formulate environmental protection economic policies, encourage and guide improvement and innovation

government departments should put environmental protection on the agenda, encourage the effective utilization of environmental resources, strictly implement various environmental management measures, actively rectify packaging pollutants within their jurisdiction, and strengthen the guidance of environmental protection measures, such as actively improving the utilization rate of resources, using machines and equipment that improve energy and reduce waste generation, Enterprises that innovate and devote themselves to technological research can be allowed to apply for tax relief

(III) enterprise self-regulation, strengthening management and scientific management

in the tide of knowledge economy, the sustainable development of natural resources and economy has become a major topic in the development of enterprises. The increasing attention of countries around the world to environmental issues has made all production enterprises pay attention to the environmental protection of products before they are put on the market
