I. wind power operation and management mode

China's wind power industry has achieved rapid development in recent years. The power level of wind turbines has reached megawatt level, and the smallest scale of wind farms is 50MW. China's wind farms are widely distributed, the natural environment and working conditions are poor, and the scale of wind farms is large. The operation and management mode of wind farm cannot blindly imitate foreign experience. Combined with our maintenance experience and continuous exploration in recent years, Datang Gansu Power Generation Co., Ltd. has adopted a management system of separation of construction and operation, which has better promoted the development of wind power project development and construction and wind farm operation and management towards specialization and marketization

1. The wind power management mode of separating construction and operation

Datang Gansu Power Generation Co., Ltd. currently relies on two types of management entities for the management of the wind power industry under its jurisdiction, namely, the wind power company responsible for investment and construction and the operation company responsible for wind power production management. The wind power company will hand over the wind power construction project to the wind power operation company for operation and maintenance management. This management mode is an exploration and attempt of regional management. Its purpose is to realize the professional management of human resources and the centralized management and flexible deployment of personnel, promote the construction of standardized management platform, speed up the mobilization of personnel and the circulation of spare parts, so as to minimize the management cost of personnel and spare parts, and provide professional, standardized and standardized services for the wind power industry of the company

2. On August 28, 2009, Datang Jiuquan wind power operation Co., Ltd. (hereinafter referred to as the wind power operation company) was established by Datang Gansu Power Generation Co., Ltd. The wind power operation company is mainly engaged in the operation, maintenance, overhaul of wind farms and the development of external markets, aiming to create a market-oriented professional company with certain profitability and expand and strengthen the wind power operation industry

(1) the wind power operation company is now responsible for the production, operation, maintenance and management of three large and medium-sized wind farms, including Datang Yumen wind farm, Datang Jingtai wind farm, Datang 4, and Changma wind farm before the use of equipment experiments. The total number of fans is 291 (58 V fans, 89 SL fans, 134 SL fans, 10 fd-1000 fans), with a total capacity of 393.8 MW

(2) the wind power operation company now has four functional departments and three wind farms, namely, the general management department, the equipment technology department, the engineering management department and the finance department. There are 97 employees, including management personnel, operation personnel and maintenance personnel

(3) the operation and management of the wind farm adopts the mode of separation of operation and inspection. Three shift rotation operation is implemented for operation, and group operation and rotating duty are implemented for maintenance to ensure the healthy and stable operation of the equipment. The wind farm has three departments: office, maintenance team and operation team. The office has 1 field manager, 1 maintenance specialist, 1 operation specialist, and 1 material and logistics manager; The maintenance team consists of 1 maintenance team leader, 1 technician, 3 work leaders, 3 intermediate maintenance workers and 3 primary maintenance workers; Each shift of operation is equipped with a monitor, a main shift supervisor and a deputy shift supervisor

II. Overview of wind farms

Gansu Province is located in the hinterland of Northwest China, at the intersection of Qinghai Tibet Plateau, Inner Mongolia Plateau and Loess Plateau. The prevailing wind direction is stable, the wind energy resources are abundant, and the terrain is flat, which is suitable for the development and construction of large-scale combined wind power plants. Datang Gansu company now has three large and medium-sized wind farms in the region, with a total installed capacity of 393.8mw as of April 2011. In 2010, the installed capacity of Yumen and Jingtai wind farms was 143.8mw, and the annual power generation was 299.22 million kWh (including Yumen 193.33 million kWh and Jingtai 105.89 million kwh)

2 The power access mode of the wind farm

the power access mode of Datang Yumen wind farm and Datang Jingtai wind farm operated by the wind power operation company is that the local box transformer of the fan boosts the outlet voltage of the fan from 690 volts to 10 kV, then leads it to the 110 kV booster station through the overhead line, and finally sends it to the local power through the 110 kV outgoing line. Datang Changma wind farm is introduced into 330kV substation by boosting the outlet voltage of the fan to 35kV, and then sent to the local power through 330kV outgoing line

3. Wind resource characteristics of wind farms

generally, the wind speed in Jingtai area is the highest from March to May of the year, and the wind speed is small from September to January of the next year, that is, the wind is strong in spring and small in autumn and winter monsoon. The wind speed in Yumen area is higher from November to next April, and smaller from July to September, that is, the wind is stronger in winter and spring, and smaller in summer. The wind speed in Yumen and Jingtai is high during the day and low at night. In actual operation, the wind resources of all wind farms have declined. The actual annual average wind speed of Yumen wind farm is 6.80m/s, and the annual effective wind speed (3.0m/s-20.0m/s) hours is 7509h; The annual average wind speed of Jingtai wind farm is 4.99m/s, and the annual effective wind speed (3.0m/s-20.0m/s) hours is 5620h

III. maintenance and management of wind turbines

(I) safety management

people are the most critical factors in safety production. We always put the personnel factor in the primary position of safety production management, highlight three aspects, and realize one shaping, that is, pay attention to the importance and clarity of thought, pay attention to the improvement of skills and consciousness, pay attention to the formation of atmosphere and the construction of culture, and strive to shape a quality safety person

1. Take the establishment of intrinsically safe enterprises as the starting point, and constantly improve the safety production management system

first, carry out the construction of Tongxin culture in the Tang Dynasty, and vigorously create a Tongxin culture and safety culture atmosphere. In view of the problems found, the rectification plan was formulated, the departments and people were implemented one by one, and the rectification situation of each department was regularly notified, which effectively ensured the implementation of the rectification plan

third, strengthen the construction of execution, and highlight the leading and guiding role of standardization and institutionalization. We have strengthened the system construction, revised 19 safety management systems and 25 emergency plans, including the "measures for the administration of safety production system", "rules for rewards and punishment of safety production work" and "Regulations on anti Violation Management", and established a relatively complete safety management system. At the beginning of each year, formulate the No. 1 document of annual safety production, clarify the annual safety production goals and indicators, and require all departments to implement them level by level and decompose them into people, so that all employees have clear safety and objectives. Implement information management, establish dynamic monitoring systems for safety management, inspection and repair, operation management, training management, production material management, timely correct deviations, plug management loopholes, implement intelligent management, and continue to promote the construction of electric friendly wind farms

the second is to strengthen the standardization of safety facilities and standardize the working environment. We will promote the construction of safety standardization by strengthening the standardization of safety facilities. According to the standard requirements of intrinsically safe wind farms for safety facilities, the safety signs of fans, box transformers, substation fences and so on are clearly standardized, and the installation stops!
