On the practical problems and development strategies of RFID in China

Abstract: This paper expounds that the characteristics of the development of RFID in China lie in the huge market prospect and the demand and promotion of the government for this technology. In the development of Chinese market, local enterprises have the advantages of "geographical advantage" and "human harmony". A large number of foreign enterprises are optimistic about the Chinese market. Developing technology and exploring the Chinese market in China also plays a decisive role in the application of RFID in China. In China, there are still problems of unbalanced development, standards and costs between regions and industries. This paper summarizes the views on solving the above problems, and puts forward some ideas, such as clarifying RFID technical standards in the early stage, carrying out international cooperation, breaking industry barriers, and increasing the application of key areas such as logistics

Keywords: RFID, China, development characteristics, existing problems, development strategies 1. Development characteristics of RFID in China

China has the following characteristics in the development of RFID:

(1) huge market potential

1) there is no doubt that identity cards and drugs are urgently needed at present. The latter phenomenon is that the use environment of facilities is poor, tickets The government has established a regulatory platform for dangerous goods (explosive, flammable, nuclear substances, chemicals) and other aspects. Although the second-generation ID card has been renewed nationwide, the current use of the second-generation ID card is limited to visual inspection, which is no different from the old ID card. Therefore, it will take a long time to give full play to the functions of RFID tags embedded in ID cards. In addition, ID card can also greatly expand its scope of application. For example, in social aspects such as e-passports, medical insurance, retirement certificates, marriage certificates, etc., all documents of a social nature can be attached to the ID card using the current system. At present, for drugs, China has not even been able to use barcode for supervision. Although it is not easy to implement RFID supervision, in order to ensure the health of the people, this kind of monitoring is imperative. The ideal supervision unit of drugs is bottled and boxed. According to the average use of one bottle or box per person per year, the country needs more than one billion electronic labels every year. Coupled with reading and writing devices, servers, networks and supervision stations, this will be a very huge market. Although its investment scale is huge, it is not unbearable compared with the price of drugs and the harm of fake drugs and replicas to regular pharmaceutical factories. Moreover, considering that people will be protected by RFID system, its benefits and significance are immeasurable. It can be seen that only ID card and drug management will have a huge market prospect. In short, as China is the most populous country in the world, with the fastest overall economic development and complex social problems, it is urgent to explore business opportunities with new technologies. All these provide the greatest market potential for the development of RFID

2) the low efficiency of logistics in China is an urgent problem to be solved. Logistics costs account for about 21% of China's GDP, while the ratio of advanced industrial countries is only about 8%. It is very difficult to improve the efficiency of logistics and reduce its ratio in GDP to that of advanced industrial countries. RFID is a powerful means to improve logistics efficiency. At present, China, like some advanced industrial countries, is trying hard to apply RFID in the logistics industry, especially in the supply chain and logistics containers such as containers and pallets. This application must be based on the applicable types of RFID, such as EPC based

class1gen2. This is the standard for ultra-high frequency (UHF) long-distance high-performance RFID, especially in Aeroengine manufacturing. Since this technology has no national boundaries, there is little difference in the price of equipment available to countries. As long as countries agree on the openness of frequency bands and the unification of standards, all countries are on the same starting line in the application of this technology

(2) there is government promotion or potential promotion

the development of RFID applications in Shanghai shows that as long as there is government promotion, the development of RFID is guaranteed. On the contrary, without the government's promotion or financial guarantee, the development of RFID will be relatively slow. This feature is both a favorable and unfavorable factor for the development of RFID in China. If there is no government promotion, RFID will lack motivation because of the lack of funds. Most of the enterprises that pay attention to and promote RFID in China are small and medium-sized enterprises. Their capital is not as strong as those enterprises in the United States and Japan that participate in RFID, such as Xunbao, zebra, delogic, Ti, omeron, NEC and Hitachi. Especially when the current RFID business has not received the corresponding return with the investment, the driving force of the government is particularly important compared with other countries. Besides Shanghai, other cities are also paying attention to the development of RFID. Guangdong Province is relatively developed in RFID card technology, and many enterprises are engaged in this industry. RFID card technology is used for human identification and consumption. At present, it is not card technology that has a greater market prospect, but long-distance RFID identification technology for goods represented by EPC. Many enterprises that used to be based on card technology began to pay attention to RFID for item management. They are eager to transform their products. Taking this opportunity, Guangdong Province has successively organized the "Guangdong Hong Kong RFID industry alliance", "RFID Professional Committee of Guangzhou Electronics Industry Association" and "RFID technology support center" to promote the application and development of RFID technology in this region

(3) with the promotion of various associations and media

at present, China has China electronic label standard working group, China article coding center, China RFID industry alliance, China Automatic Identification Technology Association, EPCglobal China, uid China Center, Asia Pacific RFID Technology Association and other social groups committed to the publicity and promotion of RFID technology and application in China. In addition, there are professional stations such as RFID world, RFID China Forum, RFID radio frequency express, China automatic identification, China Radio frequency identification, China ID identification, etc., which actively follow up the trends of RFID industry at home and abroad, and introduce relevant knowledge, technology and successful application cases. In addition, traditional print media such as RFID technology and application, radio frequency identification, automatic identification technology and application, smart card and electronic tag have quietly contributed their own strength to the development of RFID in China

(4) promoted by relevant international well-known manufacturers

at present, some foreign well-known enterprises have participated in the promotion of China's RFID industry. For example, Intel did not include the logistics industry and automatic identification industry into its business content, but because they are optimistic that the development of RFID industry will promote Intel's main industry - semiconductor chip manufacturing based on digital technology, they are particularly optimistic about the market prospects in China, so they jointly invest with household appliances, logistics and RFID enterprises in China to jointly promote the application process of RFID. The more interest and investment such foreign enterprises have in RFID in China, the more powerful they will be in the development of RFID

(5) retail industry, household appliance manufacturing enterprises and logistics enterprises with strong interest in RFID have begun to appear. Wal Mart is the most active retail industry in the United States to promote the application of RFID. Due to its active participation and investment, RFID has formed a strong industry in the United States. In China, the first enterprises to show enthusiasm are the integrators of electronic manufacturing industry and RFID automatic identification system. However, only manufacturers, lack of active participation of users, RFID can not form an industry. At present, in China, famous household appliance manufacturing enterprises Haier, famous retail enterprises Shanghai Bailian and Shanghai modern logistics, the logistics enterprise of Shanghai Bailian, have begun to implement RFID to manage the logistics supply chain. We have reason to expect a Chinese style "Wal Mart" among these enterprises and a logistics enterprise to build a modern supply chain for this purpose. 2. Problems of RFID development in China:

(1) uneven regional development. Driven by the government, Shanghai has been widely used in many projects. There are many system integrators in Beijing, which are active in many projects across the country. Guangdong smart card has a strong technical foundation and intensive industry. It pays great attention to RFID technology other than card technology, and has a trend of latecomers. However, other regions are relatively weak and backward in product development and application. (2) Unbalanced development of the industry. The application of RFID in closed environments in China, such as ID card, access control and all-in-one transportation card, is generally successful, such as the municipal all-in-one card in Beijing and Shanghai, and the "Yuetong card" project in Guangzhou, with good results. However, in the open environment, such as pallet, container, supply chain and other applications are relatively backward. At present, there are not many successful cases in this regard in China

(3) the technical level in some fields of successful application is still quite low. At present, China's "all-in-one card" is mainly used in the field of transportation. Most of the time, it only serves as the function of electronic monthly ticket. Other functions such as paying water and electricity bills, gas bills, heating bills and so on are not available, and there is no real municipal all-in-one card

(4) the technology and products in the manufacturing field of components are still very low. In the current global economic environment, it is worth discussing whether it is necessary to spend a lot of money to develop the so-called chips with China's independent intellectual property rights, and whether we can keep up with the upgrading of chips

(5) two questions that have to be raised

first, standards. There is no problem in the low-frequency and high-frequency bands. There are many international standards that can be used for reference, and there is no dispute. However, there is no conclusion in UHF. Others say that the current standard is not a problem, but the frequency cannot be determined, and it will eventually become a big problem. The main reasons are: the frequency band is occupied and difficult to clean up. Then there is the struggle for interests - the huge "business opportunities" contained in the distribution code. Some people worry about "national security", while others are using this worry with ulterior motives

the second is the cost. At present, many units preparing to implement RFID system generally believe that the high cost is one of the key factors that hinder them from importing RFID. In fact, the cost problem is not a fundamental problem. The key depends on the input-output ratio. Moreover, the cost problem is relative. As long as the price of the tag is far lower than the value of the commodity, and can be applied on a large scale, or the introduction of RFID system can improve the business process of the enterprise, reduce the input of human costs, and then improve efficiency, the cost problem will be solved

3 solve China's actual problems and formulate RFID development strategies

in order to promote the rapid and healthy development of China's RFID industry, we must solve China's current actual problems, issue relevant standards as soon as possible, correct the understanding and management of coding as a public resource, and cannot hand over the issuance of coding to private enterprises or government peripheral companies. Break the industry monopoly and open standard information to the society. More importantly, we should formulate the development strategy of RFID. For example, by formulating RFID industry plans and relevant policies that conform to China's actual situation, the RFID industry will be included in the national key development areas; Create a good technological and industrial development environment, encourage enterprises to invest and produce in the field of RFID, promote the formation of RFID industrial base, and support the application of RFID technology in all walks of life. Support RFID manufacturing, base construction and application through policies, regulations, economy, administration and other means. At the same time, a cross industry RFID technology and industrial development coordination organization was established to promote the development of RFID at the national level. build
